Schema migrations for Arbiter, a PostgreSQL job queue for Haskell.

Derives the DDL for a type-level queue registry and applies it as tracked, checksummed migrations. Optional notification and event-streaming triggers are reconciled to the declared configuration on every run, so enabling or disabling them converges without editing migration history. Removing a queue from the registry drops its notification and event-streaming objects. Its tables and migration history stay. Each run also seeds the registry's rate-limit and concurrency policies and sets the WAL-logging of the rate-limit bucket table.
